Two?year programme which aims to
:
• Produce qualified mujtahids;
• Form a national body of mujtahids capable of issuing both classical and contemporary fatwa.
Shaikh Professor Abdullah Aljudai has described the programme as: '
This program is not a fatwa-training course in the literal sense. This program is not merely for issuing fatwas. Rather, if you wished to describe it, you could say that it is an elevation beyond the conventional notion of ift?? — beyond the traditional form commonly current among people — elevating it toward ijtih?d in its comprehensive sense: meaning, ijtih?d founded upon principles and legal maxims. Today, every expression such as ‘ift??,’ ‘muft?,’ ‘so-and-so is a muft?,’ and the like, has become a weakened, diluted, fragile term. Because this word may give a person the impression of possessing the rank of ijtih?d when in fact he is not a mujtahid. Therefore, we say: this is not merely elevating the muft? to the rank of the jurist-mujtahid. Rather, the opposite is true: the muft? who is already engaged in fatwa work fundamentally needs to enter a program such as this course
'.
Specifically designed to develop their capacity for ijtihad.
First year will be a combination of detailed explanation of the foundational syllabus with practical application. This is supported by focused independent study, presentations in class, and appropriate guidance aligned with the programme’s goals. Students study a wide range of texts and chapters, both on their own and under the direct supervision of the Shaikh. In the second year, there will be focus more deeply on the practical application and real?world study of legal issues, with greater emphasis on research methods, how to approach and issue rulings, the implementation of ijtih?d, and understanding the context required for sound reasoning. By the end of the programme, successful students become eligible for membership in the National Fiqh Assembly. Throughout the programme, students study thousands of legal rulings drawn from the rich heritage of Islamic Civilisation and the experience of earlier mujtahids. They also examine rulings relating to contemporary issues from the past century, and review fatwas issued in the UK — those correctly framed as well as those that were not. They gain a comprehensive knowledge of the work of fiqh councils across Europe, North America, Africa, Asia, Australia and beyond, ultimately acquiring a broad and deep understanding of both classical and modern jurisprudence, together with the ability to derive rulings directly from their sources according to the established methods of qualified Mujtahids.
Vision:
The vision of this programme goes beyond mere instruction; it aims to establish a firm and enduring foundation in the UK and wider West. Its purpose is to form a council for issuing rulings that is consistent, cohesive and deeply knowledgeable, which over time develops the capacity to address new and emerging issues. It will serve as a main reference for Muslims in the country and their scholars, and in due course other qualified scholars may join it, forming the nucleus of this lasting work.

Core Objectives:
It is an intensive and in?depth programme, focused entirely on methodology and application. Its aim is to connect the student with the long heritage of juristic reasoning throughout the history of the ummah, across and beyond the established schools of law, examining both points of agreement and difference. It moves the learner away from blind adherence to precedent, towards deriving rulings directly from evidence and principles, preparing those capable of addressing issues through sound reasoning rather than imitation alone.

Programme Structure and Outcomes:
This intensive programme consisting of monthly gatherings, requiring consistent commitment. Material is presented, discussed and applied with close guidance.
• Year 1: Establishing foundations and engaging with core references.
• Year 2: Deepening knowledge of major sources and broadening practical application.
Outcome:
Upon completion, the student reaches at minimum the level of a beginner Mujtahid, able to conduct research and derive rulings correctly and precisely, adapted to varying contexts and circumstances.

Teaching Methodology:
Participants will engage in the structured study, summarisation, and presentation of selected sections from major juristic reference works, including al-Mughn?, Bad??i? al-?an??i?, al-Tamh?d, and al-Majm??, alongside an extensive corpus of contemporary fat?w? issued by leading international institutions and councils of ijtih?d. They then present and explain their studies in class, clarifying how issues are analysed and where differences of opinion arise. The work of leading juristic and ruling bodies around the world is used as practical models for application.

Foundations: Ijtih?d: Concept, function, ruling and history; Conditions of a Mujtahid on principles of tafs?r, Hadith methodology; U??l al?Fiqh: Rulings and principles, Evidences of legislation, Rules of derivation, Objectives of legislation, Juristic principles and maxims, Principles of issuing fatw?.
2. Schools of Law: History of Fiqh and schools of jurisprudence and their sources and methodology.
3. Applied Ijtih?d: Issues between civil law and Shariah; Financial and economic matters; Social issues; Miscellaneous matters: Worship, transactions and other areas
4. Final Research and Review: Presentation and discussion
ABOUT THE PRESENTER: Shaykh Professor ‘Abdullah al-Judai’
[Al-Judai’ Centre for Research & Consultations, Leeds, UK] is of Iraqi heritage and is one of the leading scholars of our time and a key reference-point for the Scholars in the West and beyond. He studied traditionally and received Ijaza from the leading scholars of Iraq. He is one of the founding members of the European Council for Fatwa and Research. Holding a PhD in Islamic Economics and an MA in Islamic Studies. He is the Managing Director of al-Judai’ Centre for Research and Consultations in Leeds, UK, where he provides consulting services to companies in the field of Islamic financial transactions and provides advisory opinions and solutions to social problems. He also conducts arbitration between parties in commercial and personal cases, in addition to preparing and publishing research and studies in various Islamic sciences and issues, and preparing curricula and intensive courses in Islamic sciences such as Arabic language, Quranic sciences, the sciences of Hadith, jurisprudence, and the purposes of Sharia, and others in selected scientific subjects pertaining to as faith, family issues, financial transactions. Dr. al-Judai’ was formerly the head of the European Council for Fatwa and Research, Chairman of the Fatwa Committee of the European Council for Fatwa and Research in the UK and member of the International Union of Muslims Scholars. He has published and edited extensively on a variety of subjects.
Cohort aim:
Scholars, imams/muftis, students of knowledge and Islamic Studies/Sciences academics and researchers. Masjids or Islamic Institutions/NGO organisations are highly recommended to purchase tickets for their staff after the interview process
Pre-requisites:
Completion of an authorised ‘alimiyyah programme from a recognized institution or sharia degree from across the Muslim world [Azhar, Makka, Madina, Riyadh, Damascus , Malaysia and others] or competency and thorough background knowledge of the subject matter be it competency in writing and understanding Arabic as the programme will only be taught in arabic.
Selection process:
1. Send CV outlining their background and experience in learning and teaching Islamic knowledge, supported by any research or written work they have produced, whether published or unpublished.
2. Interview with each applicant, either in person or via video call with the Shaikh. No written examination is required; assessment takes place through discussion, allowing the Shaikh to gauge each applicant’s suitability and readiness for the programme.
